Organizational Structure of the Grama Panchayat

President

The President is the chief executive authority of the Grama Panchayat. He/She provides leadership for the Panchayat’s development activities and administrative functions.

Vice President

The Vice President assists in administrative functions and performs the duties of the President in his/her absence.

Standing Committees

Standing Committees are responsible for overseeing the Panchayat’s activities related to development, finance, health, and education.

Development Standing Committee

Implements the Panchayat’s development projects and focuses on public welfare and infrastructure development.

Finance Standing Committee

Responsible for managing the Panchayat’s income, expenditure, and overall financial administration.

Health and Education Standing Committee

Oversees health and education-related activities and programs within the Panchayat.

Welfare Standing Committee

Implements welfare schemes and focuses on social security and public welfare initiatives.

Other Sub-Committees

These committees are formed for specific sectors and activities. They provide support for the implementation of various projects and programs.

Panchayat Secretary

The Secretary is the principal administrative officer of the Panchayat. He/She coordinates office operations, administrative procedures, and file management.

Assistant Secretary

Assists in the Panchayat’s administrative and office functions. Also serves as the Member Secretary of Kudumbashree and coordinates various welfare schemes. Responsible for implementing Scheduled Caste development projects.

Junior Superintendent

Supervises the day-to-day office administration of the Panchayat. Coordinates office procedures, departmental activities, and oversees staff performance.

Accountant

Responsible for managing the Panchayat’s financial transactions and accounts. Prepares and maintains income and expenditure statements, budgets, tax records, and financial documents.

Senior Clerk

Supervises office records and administrative procedures. Coordinates the activities of various office sections and manages the scrutiny and processing of important files.

Clerk

Handles files, records, and documentation of the Panchayat. Responsible for tax collection, applications, office registers, and ward-based service activities.

Office Attendant

Provides support for the daily functioning of the Panchayat office. Handles document delivery, office arrangements, and general assistance services.

Brief Description of Key Components

1. Grama Sabha

The Grama Sabha is the general assembly of the residents of the Panchayat. It discusses development projects, public needs, and welfare activities and provides recommendations for decision-making.

2. Grama Panchayat Committee

The Grama Panchayat Committee is the governing body consisting of elected representatives. It oversees the Panchayat’s development and administrative affairs.

3. President & Vice President

The President and Vice President are the principal administrative leaders of the Panchayat and provide leadership for governance and development activities.

4. Standing Committees

These are specialized committees that function in areas such as development, finance, health, education, and welfare, ensuring effective implementation of Panchayat programs.

5. Panchayat Secretary

The Secretary is the chief administrative officer of the Panchayat and is responsible for coordinating office administration, file processing, and overall governance functions.
